HAkA and the Community Push for Regulation of PT. Tegas Nusantara’s HGU Through an Audience with the Regent of East Aceh

Aceh Timur, July 16, 2026 – The HAkA Foundation, along with community representatives from Bunin Village, Serbajadi District, East Aceh Regency, held an audience with the Regent of East Aceh, Iskandar Usman Al-Farlaky, S.Hi., M.Si., at the East Aceh Regent’s Hall. The meeting was also attended by the Head of the Land Office, the Head of the Environmental Office, the Head of Serbajadi District, the Head of the Dispute Section of the East Aceh Regency Land Office, and other local government officials.

The hearing was a follow-up to HAkA’s meeting with the Head of the PPSDM Agency of the Ministry of ATR/BPN on June 24 2026 regarding the push to control PT HGU. Nusantara emphasized that the land was suspected to be abandoned in Serbajadi District.

On the occasion, HAkA presented the results of a study regarding indications of abandoned land within PT. Tegas Nusantara’s HGU, which was supported by the aspirations of the Bunin Village community. HAkA also encouraged this issue to be a priority discussion within the East Aceh Regency Agrarian Reform Task Force (GTRA) Forum so that the resulting recommendations can serve as supporting documents for the Ministry of ATR/BPN in the regulatory process in accordance with applicable regulations.

In response to the presentation, the Regent of East Aceh stated that he would review all submitted documents and initiate a meeting with regional officials and the East Aceh Regency Land Office. The discussion will cover various aspects, including the finding that approximately 57 percent of PT Tegas Nusantara’s HGU area is located within protected and production forests, to determine appropriate resolution measures.

As a follow-up, HAkA has submitted the document containing the findings directly to the Regent of East Aceh and distributed digital copies to the Legal Section of the East Aceh District Secretariat, related agencies, and the East Aceh District Land Office as material for further discussion.

Through this hearing, HAkA hopes the regional government can expedite coordination with the Aceh Provincial National Land Agency (BPN) Regional Office and the central government so that the handling of the alleged abandoned land in PT Tegas Nusantara’s HGU can quickly obtain legal certainty and provide justice for the people of Serbajadi District.
