The Aceh Information Commission has determined that PHAT data is open information.

Banda Aceh, 12/3/2026. The Aceh Information Commission (KIA) Commissioners Council decided that Land Rights Holders (PHAT) Data is open information, including cruising results reports (LHC) for each PHAT which includes tree maps and cutting plans, and a recapitulation of timber transportation data, in the form of a Certificate of Legality of Timber Forest Products (SKSHHK). It was decided in a deliberation meeting of the KIA Commissioners Council, on March 5, 2026, and pronounced in an open session for the public on Thursday, March 12, 2026 by M. Nasir as Chair and Member, Junaidi and Sabri each as Members, assisted by Zulfadli as clerk.
This decision is stated in Decision Number 027/XI/KIA-PS-A/2025, regarding a public information dispute filed by the Aceh Forest, Nature and Environment Foundation (HAkA) against the Aceh Region I Sustainable Forest Management Center (BPHL), which was registered by the KIA Registrar’s Office on November 4, 2025.
Previously, the HAkA Foundation wrote to the Information and Documentation Management Officer (PPID) of BPHL Region 1 Aceh requesting information regarding Forest Product Utilization Data by Land Rights Holders (PHAT) requesting Public Information related to: a list of names of Land Rights Holders (PHAT) in the Aceh Province area; Cruising Results Report (LHC) documents for each PHAT which include tree maps and annual cutting plans; Spatial data in shapefile (SHP) format for each PHAT work permit area in Aceh; Recapitulation of timber transportation data, in the form of a Certificate of Legality of Timber Forest Products (SKSHHK) which has been issued by authorized officials.

Of the four public information requests, BPHL Region 1 Aceh as the respondent only provided one, namely the list of names of Land Rights Holders (PHAT) in the Aceh Province area, while three other types of information were not provided on the grounds that the information was excluded. The Information Dispute Resolution Hearing in this dispute was postponed due to Aceh being hit by a disaster, effectively starting in February 2026 with the agenda of evidence, on-site inspection, conclusions, and a decision.
Based on the legal description and facts, the KIA Commissioners Council concluded; The Aceh Information Commission is authorized to receive, examine and decide on the a quo application; The Applicant and Respondent have legal standing in the a quo dispute resolution process; The deadline for submitting a Public Information Dispute Resolution application has been fulfilled; The Applicant has an interest and is entitled to the requested information; The a quo information is open information; The a quo information is controlled by the Respondent, except for spatial data in the shapefile format for each PHAT work permit area in Aceh.

Ordering BPHL Region 1 Aceh as the Respondent to provide the information requested by the Applicant, except for spatial data in shapefile format for each PHAT work permit area in Aceh, after this decision has permanent legal force.
Applicants and/or respondents who do not accept the Aceh Information Commission’s decision may file a written objection with the competent court within 14 working days of receiving a copy of the decision. If one or both parties fail to file an objection, the Aceh Information Commission’s decision is legally binding. Therefore, an enforcement order may be requested from the Chief Justice of the Court in the respondent’s jurisdiction.
